  • Importing Plant and Plant Products into Seychelles: Meeting the Requirements of the Plant Protection Act1996 in the Face of Trade Liberalisation


The newly promulgated Government’s policy that promotes trade liberalization allows the participation of more private individuals and organizations in international trade. Hence, more organizations are showing interests in importing a wide range of goods inclusive of plant and plant products previously imported only by a few. In the same manner, many private individuals are showing interests to import plants and plant products from various countries around the world for resale and personal consumption. Plants and plant products are classified as restricted items and their importation into Seychelles for resale and personal consumption will require a Plant Import Permit. This is an authorization document issued by the Plant Quarantine and Inspection Unit of the Plant Protection Services Section of the Ministry of Environment And Natural Resources. The Seychelles’ Government, under the Plant Protection Act of 1996, has mandated the Plant Protection Services Section of the Ministry of Environment and Natural Resources to uphold this legislation and to regulate the export as well as the import of plant and plant products. This is done through two legal documents namely the Plant Import Permit and the Phytosanitary Certificate.
