  • How is the PRPV organized ?

The activities of the PRPV are implemented by three categories of institutions, namely :
> the national institutions,
> the national focal points (NFP or PFN)
> the regional coordination unit (RCU or UCR).
The scientific orientation of the PRPV and its execution are directed and controlled by a scientific orientation and monitoring committee (CSOP)


The national institutions :

Within the framework of the PRPV, national insitutions means the official departments of plant protection as well as the centres or institutes (public or parastatal) for research and extension in agriculture of each member country of the IOC.
They are responsible, each within the scope of its competencies, to execute the PRPV program. Their participation ensures their integration in a regional network for crop protection as well as the improvement of their respective performances through training and sharing of expertise.

  • Comoros : INRAPE (National institute for research in agriculture, fisheries and environment)
  • Madagascar : Plant protection services of the Ministry of agriculture and animal husbandry, the FOFIFA (National centre for applied research for rural development)
  • Mauritius : the phytopathology and the entomology departments of the Ministry of Agro-industry and Fisheries, the AREU (Agricultural Research and Extension Unit), the MSIRI (Mauritius Sugar Industry Research Institute)
  • Réunion : the Service de la Protection des Végétaux (SPV) of the Department of Agriculture and Forestry (DAF), the CIRAD (International centre for cooperation in agronomic research for development)
  • Seychelles : the Crop Protection service and the Vegetable evaluation services and Research of the Ministry of Environment and Natural Resources.

The National Focal Points (NFP or PFN)

A National Focal Point (NFP or PFN) in each country ensures the coordination of the project activities. For each country and for the duration of the program, the national coordination of the activities have been entrusted to a resource person called National Focal Point or NFP (PFN in French). Except for the Seychelles, the NFP have been identified among the heads of official services for crop protection. They are the interfaces between the national institutions and the regional coordination unit (RCU or UCR).

The NFP :

The Regional Coordination Unit (RCU or UCR)

The RCU (UCR in french) is the structure responsible for the executive management of the program ; it is based in Mauritius. It is placed under the authority of the General Secretary of the IOC, project manager of the PRPV. The RCU (or UCR) is composed of a regional coordinator, a technical adviser detached by LIMPICO (ex-GEOMAR International), of a technical assistant in charge of the internal follow-up and assessment, of a financial and administrative assistant and a secretary.
The duties and responsibilities of the RCU (or UCR) consist in ensuring the technical, administrative and financial management of the program in conformity with the procedures of the EDF.

The Regional Network Unit (RNU or URR)

The RNU (or URR in french) is the structure responsible for the realisation and the management of the crop protection network in the Indian Ocean. It is based in Réunion at the cenre for crop protection (Cirad, St Pierre). The URR is composed of a technical director (computer resources and network) and a webmaster, assisted by two engineers (database, scientific information) and a computer technician.

The Scientific Orientation and Monitoring Committee (CSOP in french)

For the technical and scientific validation of the annual programm and for the orientation and the monitoring of the project, a committee with four representatives from each country has been set up. The CSOP has a consultative role. Its members are appointed for the duration of the program and explicitly entrusted with the power to take decisions on technical aspects so as to favour the efficiency of the project activities.
