Though it is possible to identify constraints on the production as well as commercial levels, the region’s professionals have listed phytosanitary problems as the most important ones to be solved for the sustainable development of regional horticulture. They have particularly underlined that, in the region, the land under cultivation is submitted to an almost constant parasitic pressure and that the control methods against those harmful organisms are regularly inefficient. The professionals have identified the following reasons:
- an insufficient communication between operators,
- the difficulty in applying import and export regulations which are often very different among the IOC countries,
- the difficulty to identify the harmful organisms,
- the inefficacy and even the danger of treatments using phytopharmaceutical products,
- the inappropriate or poor quality of the support and advice services,
- cases of non-conformity of phytopharmaceutical products sold to users.
To solve these problems, the COI countries have convened to set up the PRPV with the financial support of the European Development Fund (EDF). The programme has officially been launched in 2003.
